An Appeal to the Brothers and Sisters Residing in the ADC Areas from the Tripura Pradesh Congress Committee –
The Congress has consistently worked tirelessly to safeguard the constitutional rights, uphold the social dignity, and ensure the holistic development of all communities within the state of Tripura. While other opportunistic political parties in this state have repeatedly managed to gain the trust of the indigenous people by sowing confusion, in reality, they have never sincerely worked towards the development of the indigenous communities. Consequently, even today, hundreds of thousands of indigenous families remain left behind from the mainstream of development, and their fundamental rights have yet to be realized. If you simply cast a glance back at the past, you will realize just how sincere and effective a role the Indian National Congress has played over the years in the sphere of indigenous development.
Congress’s Historic Contribution to Tribal Development: On October 2, 1952-the auspicious birth anniversary of Mahatma Gandhi-the then Prime Minister, Pandit Jawaharlal Nehru, visited Agartala to establish and inaugurate India’s first Tribal Development Block in Jirania. This initiative ushered in a new era for tribal development. On August 23, 1984, through the earnest efforts of the late Prime Minister Indira Gandhi, an Act was passed in Parliament to constitute the Tripura Tribal Areas Autonomous District Council. This paved the way for securing the constitutional rights and self-governance of the tribal population. On August 12, 1988, a historic peace accord was signed in this state. Through the initiative of Prime Minister Rajiv Gandhi, a tripartite peace agreement was concluded with the then-terrorist organization, the TNV. As a result of this accord, peace returned to Tripura, and the number of seats reserved for indigenous communities in the Legislative Assembly increased from 17 to 20. The Congress government at the Centre did not stop there in its efforts to safeguard the interests of the indigenous people, rather, it undertook a series of continuous developmental initiatives. Dr. Manmohan Singh-Prime Minister of the Congress-led government-enacted the “Forest Rights Act” to safeguard the livelihoods and rights of indigenous communities residing in forest areas; furthermore, he formulated and implemented various welfare laws addressing education, heatticare employment, food security and housing. These milatives have played a pivotal role in improwing the standard of living of the indigenous population. 5. Healthcare Development:
Operationalize all Health and Wellness Centers within the ADC areas. Upgrade hospitals to 50-bed facilities. Introduce mobile medical units. Ensure the availability of doctors, nurses, and medicines. Establish drug rehabilitation centers in every zone.
6. Infrastructure and Quality of Life Improvement:
Connect all villages with paved roads. Ensure access to safe drinking water and sanitation. Construct modern sports complexes. Develop planned “Super Towns.”
7. Employment and Economy:
Filling vacant positions through a transparent recruitment process; providing incentives to small-scale and cottage industries; enhancing market linkages for agriculture and handicrafts, and boosting irrigation and productivity.
8. Preservation of Culture and Identity:
Development of the Kokborok language (including the introduction of the Roman script);
Undertaking special projects to preserve traditional festivals, attire, and arts.
