Agartala, Tripura, 10th of July 2025 : As part of the Fourth Implementation Support Mission (ISM) under the Tripura Rural Economic Growth and Service Delivery Project (TRESP), Ms. Neelanjana Gupta, Social Development Specialist from the World Bank, visited the State Institute of Public Administration and Rural Development (SIPARD) on July 8.

During her visit, Ms. Gupta interacted with participants of the ongoing training programs on Office Procedures and File Management as well as Social Audit. She also chaired a review meeting with the SIPARD team to discuss key aspects of project implementation. The discussion covered a range of topics, including target versus achievement, training quality management, engagement of two Technical Support Agencies, procurement of training infrastructure, development of training modules for 17 core competencies under TRESP, module preparation for Village Development Plans, vehicle hiring for field movements, and staff deployment.

Ms. Gupta assured SIPARD of continued support from the World Bank to accelerate training and capacity-building efforts under TRESP. She appreciated SIPARD’s dedication and the substantial progress made in training nearly 165 officials from various line departments such as Fisheries, ARDD, Agriculture, and Block-level officials working in the 23 ADC blocks under TRESP. SIPARD has already completed training on four approved modules and has committed to developing 12 more modules by March 2026, with regular training sessions as per the approved Annual Action Plan.

In a separate review meeting held on July 7 at the Tribal Welfare Department, chaired by the Secretary, Tribal Welfare, the Task Team Leader of the World Bank, Mr. Kartik Pental, acknowledged SIPARD’s progress as “commendable.” Further, in the follow-up meeting held on July 10 on agreed action points, the World Bank recommended that the Tribal Welfare Department address SIPARD’s requests related to infrastructure support and procurement to ensure the successful implementation of TRESP training programs.

The mission concluded with a wrap-up meeting at the Secretariat (Hall No. 2), chaired by the Chief Secretary of Tripura, where the World Bank team once again expressed high appreciation for SIPARD’s achievements and commitment to capacity
