Assembly Discussion on Surrendered Extremists : No Lapse in Government Efforts :  Chief Minister Of Tripura Dr. Manik Saha.

Agartala, Tripura, 1st of September, 2026 : Chief Minister Prof. (Dr.) Manik Saha informed the Tripura Assembly on Monday (31st August, 2026) that the state government has made continuous efforts to address the rehabilitation-related issues of surrendered extremists who have returned to normal life. He said there has been no negligence on the part of the government in resolving their concerns. Responding during a discussion on a calling attention notice, the Chief Minister stated that a Memorandum of Settlement (MoS) was signed on September 4, 2024, among the Government of India, Government of Tripura, and representatives of the NLFT (BM), NLFT (PT), NLFT (VB), and ATTF for the rehabilitation of surrendered cadres and the socio-economic development of tribal areas. Under the agreement, each surrendered cadre was sanctioned 4 lakh as immediate assistance. For 91 cadres, the amount has been deposited as fixed deposits in Tripura Gramin Bank. Vocational training and monthly stipends of 6,000 for up to 36 months are also being provided. Their names have been forwarded to relevant departments to ensure benefits under various government schemes.

Tribal Welfare Minister Bikash Debbarma informed the House that demands related to land allotment have been forwarded to district authorities, as the Tribal Welfare Department does not have the authority to distribute land. Such requests must be examined by district and sub-divisional committees as per existing laws and regulations. The Minister further stated that the Government of India had sanctioned ₹250 crore under a Special Development Package (SDP) for the socio-economic development of tribal communities in Tripura from 2025-26 to 2028-29.

The Ministry of Development of North Eastern Region (DoNER) was assigned responsibility for implementation and Issued guidelines on September 9, 2025. The government clarified that projects on  privately owned land cannot be approved under the SDP. Following consultations with surrendered groups and line departments, 113 project proposals worth approximately 310.95 crore were received. Since the total proposed expenditure exceeded the  sanctioned SDP amount by about 60.95 crore, the proposals are being reviewed and prioritized.

The Chief Minister said that regular consultations have been held with the surrendered groups and that the rehabilitation process, including vocational training and stipends, will continue. Eligible and feasible proposals will be processed in accordance with MoS provisions, DONER guidelines, and decisions of the competent authorities. Referring to reports of a proposed 72-hour Tripura shutdown from September 4, the government noted that representatives of NLFT (PT), NLFT (VB), and ATTF had announced the agitation during a press conference on August 21. The Chief Minister reiterated that the government remains committed to addressing legitimate concerns through dialogue and rehabilitation measures. The Assembly discussion was attended by Tribal Welfare Minister Bikash Debbarma, Opposition Leader Jitendra Chaudhury, and MLA Ranjit Debbarma.
