New Delhi, Delhi, 12th of June, 2026 : AM Green, one of India’s leading green hydrogen and ammonia developers, and V.O. Chidambaranar Port Authority (VOCPA), a major port under the Ministry of Ports, Shipping and Waterways, Government of India, announced the signing of a Memorandum of Understanding (MoU) on 28th May 2026 to jointly develop VOC Port, Tuticorin, as a strategic green ammonia production and bunkering hub.

The collaboration marks a significant milestone in India’s energy transition journey and supports the country’s ambition to emerge as a global leader in green hydrogen and its derivatives. The partnership combines AM Green’s large-scale green ammonia production capabilities with VOCPA’s extensive experience in handling liquid ammonia and its status as a designated National Green Hydrogen Hub.
Under the MoU, AM Green, in partnership with the port, intends to develop up to 200 KTPA of green ammonia marine bunkering capacity by 2029–30 with an estimated investment of Rs. 2,000 Crores. The parties also recognise the potential to scale capacity to 500 KTPA by 2035, worth a total investment of Rs. 5,000 Crores, subject to market demand and industry adoption of low-carbon marine fuels. AM Green and VOCPA will explore pilot bunkering operations and jointly develop the infrastructure required to facilitate green ammonia bunkering, aligned with international best practices.
The agreement further reinforces AM Green’s commitment to develop a 1 MTPA green ammonia production facility in proximity to the port, worth an investment of Rs. 15,000 Crores, for which VOCPA will provide active support. AM Green has already completed a significant portion of the land acquisition for the green hydrogen-ammonia complex. The project will also enable Rs. 35,000 Crores worth of investment in renewable power generation. This development reaffirms the company’s target to develop more than 4 MTPA of green ammonia production capacity across India by 2030.
By leveraging Tuticorin’s strategic location, established port infrastructure, and growing industrial ecosystem, the partnership seeks to create a globally competitive green fuels hub that can serve both domestic and international markets.
