Bodo Organisations Stage Sit-In Protest At Jantar Mantar, Demand Time-Bound Implementation Of Bodo Accord And Passage Of 125th Constitutional Amendment Bill.

New Delhi, Delhi, 21st of November, 2025 : The All Bodo Students Union (ABSU), in association with the United Boro People’s Organization (UBPO) and the Ex-NDFB Welfare Association, organized a two-day national movement in New Delhi to push for urgent implementation of key commitments made under the Bodo Peace Accord, 2020.

Following a national-level seminar at the Constitution Club attended by leaders from ten Sixth Schedule councils across Northeast India, the organisations today held a three-hour sit-in protest at Jantar Mantar demanding the passage of the long-pending 125th Constitutional Amendment Bill, 2019. The bill seeks to strengthen the financial and administrative powers of Sixth Schedule councils in Assam, Meghalaya, Tripura and Mizoram.

Dipen Boro, President, ABSU, said,  “The Bodo Accord of 2020 brought a new dawn of peace and stability to the Bodoland region, but peace must be backed by action. For five years, we have waited with patience and faith, yet several key clauses of the Accord remain untouched. We also firmly demand immediate Tripartite Talks between the Centre, the State Government and ABSU to review and fast-track the implementation of all pending clauses. If the commitments made by the Government of India are not fulfilled on time, the very credibility of the Accord comes into question. The Bodo people have upheld their part of the promise—we now expect the Government to uphold theirs with sincerity, urgency and respect.”

Despite the signing of the historic Bodo Accord in 2020 and the restoration of peace in the Bodoland region, several crucial clauses of the agreement remain unimplemented. Over the past five years, the organisations have attended more than 12 tripartite review meetings with the Government of India and Government of Assam, and have met the Union Home Minister on multiple occasions. However, progress has been slow, raising concerns over the Government’s commitment to fulfilling the accord within the agreed timeframe.

To intensify the democratic movement, the organisations announced a Mass Gathering in Kokrajhar in December 2025, expecting participation of nearly 2 lakh people.

Key Demands for Time-Bound Implementation:

ABSU and the signatory organisations urged the Government of India and Government of Assam to expedite and fully implement the following clauses of the Bodo Accord, 2020:

1.     Passage of the 125th (Constitution) Amendment Bill, 2019, revising Article 280 and the Sixth Schedule to enhance financial autonomy and administrative powers of BTC and other councils.

o   Increase BTC constituencies to 60 without affecting tribal reservation.

o   Transfer of additional subjects under Annexure-I.

o   Formation of Village and Municipal Councils with constitutional status.

o   Direct funding through Article 280 and Article 275(1)(a).

2.     Granting of ST (Hill) status to Bodo-Kachari people in Karbi Anglong & Dima Hasao as per BTC Accord 2003 and BTR Accord 2020.

3.     Full-fledged status to Boro Kachari Welfare Autonomous Council (BKWAC), including notification of remaining villages and conducting delimitation and elections.

4.     Provincialisation of schools and colleges within BTR and Bodo-medium institutions outside BTR.

5.     Inclusion of additional tribal-majority villages from Sonitpur, Biswanath and southern BTR.

6.     Land rights for tribal communities as per the Forest Rights Act, 2006.

7.     Withdrawal of pending cases and release of remaining Ex-NDFB members, along with ex-gratia for martyr families.

8.     Establishment of a Cultural Complex-cum-Centre of Excellence in memory of Bodofa Upendranath Brahma at Thulungapuri, Kokrajhar.

9.     Special recruitment drives for Bodo youth in Army, CAPFs and Assam Police.

10.  Implementation of the ₹1500-crore Special Development Package, including:

o   Upendranath Brahma Central University

o   IGNTU Regional Campus

o   National Sports University

o   Organic University

o   NE Regional Institute of Medical Science

o   National Institute of Technology

o   National Stadium

o   Hotel & Tourism Management Institute

o   Veterinary College & Hospital

o   SAI Centres in Udalguri, Baksa & Chirang

o   Additional Navodaya Vidyalayas

o   Majbat–Holongi Highway (Banraja)
