New Delhi, Delhi/ Agartala, Tripura, 8th of July, 2025 : Senior BJP leader and former IPS Dr. Satyapal Singh, MP from Tripura and former Chief Minister Shri Biplab Deb and Rajya Sabha MP Shri Manan Kumar Mishra, while addressing a joint press conference today at the BJP Central Office in New Delhi.  They informed that the BJP’s four-member inquiry committee has submitted its report to the BJP National President Shri Jagat Prakash Nadda regarding the gangrape of a student at South Law College in Kolkata.

Dr. Satya Pal Singh stated that the police deliberately removed the names of the accused from the FIR, and the main accused already had 11 criminal cases registered against him, yet he was appointed to the college. The chairman of the college’s governing body, TMC MLA Ashok Deb, is suspected of shielding the accused. A private security agency linked to the Trinamool Congress was deployed at the law college, which allegedly provided the room where the gangrape occurred. The committee faced several obstacles in visiting the crime scene and meeting the victim. In its report, the committee stated that crimes against women in the state have increased, the police remain inactive, and the administration functions under political pressure. The committee has urged the Central Government to ensure an impartial investigation and strict action, as the Mamata Banerjee government has failed to maintain law and order.

Former IPS Dr. Singh stated that on June 25, a heinous incident of gang rape occurred at South Law College in Kolkata. The incident was so painful that when Bharatiya Janata Party National President Shri Jagat Prakash Nadda was informed, he was deeply saddened, disturbed, and concerned. He conveyed the message that even though the BJP is not in power in West Bengal, the safety and dignity of every daughter and sister in the state is our full responsibility. With this spirit, BJP National President constituted a four-member inquiry committee. Along with Dr. Singh, the committee included Shri Biplab Dev, Shri Manan Kumar Mishra, and Former Union Minister Smt. Meenakshi Lekhi.

Dr. Singh stated that this morning, the inquiry committee submitted its report to BJP National President Shri Jagat Prakash Nadda. A similar serious incident had occurred last year at Medical College, Kolkata, which sparked nationwide anger and concern. The recent incident took place at a law college where lawyers and judges are trained. If a law student herself becomes the victim of gang rape there, it is an extremely grave and shameful matter. There can be no greater audacity than this. This is the state of a woman Chief Minister, but it has come to light that crimes and atrocities against women are increasing rapidly. Several such cases have emerged where FIRs of the victimized women are not even registered. Those who try to file complaints are not heard; they are turned away from police stations. And even if an FIR is registered, the police do not investigate the matter sincerely. Several such cases have come to light in which the victims did not receive justice. When the committee reached there, we were unsure whether we would be allowed to visit the incident site or meet the victim’s family. However, the committee finally reached the location and first met with the Police Commissioner of Kolkata.

Senior BJP leader Dr. Singh stated that in nearly 34–35 years of active police service, he had never seen a case like this. He revealed that the FIR was lodged by the victim herself, and the names of the accused were clearly mentioned in it. However, the police erased those names and replaced them with letters like ‘J’ and ‘M’. Even the Police Commissioner admitted to this. The names of the accused have already appeared in the media. The main accused, whose name begins with ‘M’, was replaced with ‘J’ in the FIR. The second accused’s name was also replaced with ‘M’. I have seen and heard this for the first time in my life. This is not a minor mistake—it is a crime. When the police themselves tamper with the original complaint and erase names from the FIR, how can we expect that the same police will deliver justice to the victim? How can one believe that the daughters of Bengal or this victim’s family will get justice?

Dr. Singh remarked that even the Police Commissioner himself admitted that the main accused had 11 cases registered against him between 2013 and 2025. Despite such serious charges and repeated arrests, how was he appointed as staff in the same law college where he was once a student? Whether one calls it a casual or MTS position—how and why was he recruited there? When the committee tried to visit the college, the Police Commissioner said they could not enter the law college premises. When asked, he mentioned that even the Women’s Commission team had been denied entry. However, the committee had a special privilege through Shri Manan Kumar Mishra, who is the Chairman of the Bar Council of India and thus has the authority to visit any law college in the country. Through him, the committee was able to contact the principal and vice principal. After a long wait and much difficulty, they were finally allowed entry into the college premises.

Former IPS Dr. Singh stated that the committee deliberately chose not to visit the actual crime scene to avoid any future allegations of tampering with evidence or influencing the site. During the investigation, it was found that the Chairman of the Governing Body of South Kolkata Law College (Kasba) is the local MLA, Ashok Dev. Locals informed the committee that it was under his pressure that the main accused was appointed as a staff member in the college, and it was only after that the unfortunate incident occurred. This individual is not only of a criminal nature but also an active member of the TMC’s student wing. He had also previously served as the President of the college’s student union. Two more students were involved in the incident along with him. Since college staff members were also complicit, the incident becomes even more horrifying. Even the college guard has been arrested. The main accused was a staff member of the college, and two female students were also involved. So far, Kolkata Police has arrested four people, but the exact number of individuals involved in the incident is still unknown. The kind of tampering seen in the FIR raises serious suspicion that a bigger face or senior leader from the TMC may also be involved in this case.

Dr. Singh stated that the committee tried to speak with the family members of the main accused, but no contact could be established. They were only informed that the accused is under police protection, but no one knows his exact whereabouts. Amidst all this, the investigation committee has finalized its recommendations. The committee’s conclusion is clear: this entire incident is the result of the failure of the police and the West Bengal administration. Law and order in the state have completely collapsed. The administration is helpless, and the public is suffering. Murders, gang rapes, lootings, and riots have become commonplace in the state — this is an established fact. In most cases, criminals and anti-social elements receive protection from the TMC and the state government. This is the reason they are openly spreading fear, especially during elections. Previous visits by inquiry committees have also revealed that people there live in fear. If someone votes for the BJP, the police simply ignore them. Unfortunately, the media also appeared to be intimidated. During elections, innocent citizens were stopped from reaching polling booths, and those who managed to go were forced to vote for the TMC candidate under threat of serious consequences.

Senior BJP leader Dr. Singh shared that during the visit to the college campus, hundreds of people had gathered. While many spoke openly, no one was willing to name anyone—the fear was that deep. But one thing became absolutely clear: in the state, no poor or innocent man or woman is safe. Every village, every town is living under the shadow of fear created by TMC’s goons. That is why the committee has requested the central government to take strict measures to control the situation, as it is deteriorating with each passing day. The police must investigate why the names of the accused were removed from the original complaint written by the victim herself. Was the removal of names an attempt to protect the real culprits? This heinous crime must be investigated by a reputed independent national body or a central agency through a fair and impartial probe. The investigation should not be limited to just this gang rape case but must also examine how workers of the ruling party are gaining access, protection, and authority within government institutions.

Dr. Singh stated that this is not just an isolated incident at the law college. The incident that took place last year at a medical college is also proof of a disturbing trend. The real question now is—how many such institutions exist where criminals are being protected and society is being made unsafe? Are TMC workers with criminal records being shielded? Are they being appointed to official positions? Are institutions collapsing under their pressure? The committee explicitly told the Police Commissioner that a sensitization and awareness campaign must be launched by the police regarding this entire matter. It also recommended that SP and DSP level officers, whether in urban or rural areas, should personally monitor such cases. If a crime is committed against any woman, the FIR must be registered immediately, the investigation must be fair and effective, and strict action should be taken against any officer found negligent in performing their duty. Ensuring the safety of college campuses is the responsibility of both the police and the administration. If Mamata Banerjee’s government cannot ensure the safety of the sisters and daughters of West Bengal, she must understand that they are not just vote banks or statistics, they are our pride. They are the future of West Bengal. They deserve not just freedom, but respect, dignity, and safety. If the government of West Bengal is unable to provide all this, it has lost the moral right to govern the state.

BJP MP Shri Biplab Deb stated that Kolkata Police has arrested four individuals. Even when we hire a domestic worker at home, police verification is required. When students change schools, they are asked to provide a character certificate. But in this case, a person involved in such serious offences—attempt to murder, assaulting police personnel, and other criminal charges—was given a job. Why was such a person employed? And this question becomes even more important because the Chairman of the Governing Body of this college is TMC MLA Ashok Dev. Why has he not been named as an accused yet? Why is he not being interrogated? If such a person had not been allowed entry in the first place, this tragic incident would never have occurred.

Shri Dev said that the security agency named Sunflower Security—whose agency is it? Earlier, this was a government-aided college, so there were government-appointed security guards. But now, they have been removed and replaced by a private security agency linked to TMC leaders. The employees of this agency are also from the TMC cadre. And it is this very agency that allotted the room to the accused where the rape incident took place. In other words, TMC is involved in getting these people the job and providing them protection. This entire incident happened under the protection and patronage of TMC. If such people had not been given jobs, this wouldn’t have happened. He urged the public to spread this message far and wide, and the Mamata Banerjee government must immediately arrest the accused and conduct a thorough investigation. Legal action must also be taken to determine how and why such criminals were given employment.

Senior BJP Leader Shri Deb said that the incidents happening today in West Bengal, especially in Kolkata, show a clear pattern. In every major rape case, individuals from a particular community are found to be involved. India grants all citizens the right to speak, move, live, and equality along with duties. But when a state government, driven solely by vote bank politics, begins to consider one particular group above the law and bends the administrative machinery in their favor, it is an open insult to democracy. This is exactly what is happening in West Bengal. The administration is being misused in an organized and deliberate manner. Now, this is a question before the entire nation, and it must be answered. We often talk about the Rohingyas and Pakistan, but where has Mamata Banerjee taken West Bengal?

Shri Deb stated that the Bengal of Rabindranath Tagore, Swami Vivekananda, and Bankim Chandra Chattopadhyay is today turning into a hub of goons and rapists. Whatever is happening in Bengal is state-sponsored crime. If the government’s system wasn’t like this, such incidents would never occur. Therefore, Mamata Banerjee must take full responsibility for it. When a Chief Minister cannot protect the daughters of her own state—especially law college students who are learning to defend justice or doctors who are meant to save lives—then who is truly safe there? Who is left now? The women who were raped remained hospitalized for ten days, yet no MLC (medico-legal case) was conducted, no statement under Section 164 was recorded, and even after emailing the DGP, no response was received. Today, FIRs are filed online, but when the Trinamool Congress doesn’t want them to be registered, they simply aren’t. What kind of system is this? The BJP tells Mamata Banerjee—when you cannot be held accountable in so many cases, then you should resign from the post of Chief Minister. Mamata Banerji has no longer any moral authority to continue as the Chief Minister of West Bengal.

Shri Manan Mishra said that in this rape case, there is clear, direct, and eyewitness evidence of tampering by the police in the FIR. The tampering is blatantly visible. Wherever the names were supposed to be written in the FIR, they have been deliberately erased. In the original complaint, which was handwritten by the victim herself, the names of the main accused were clearly mentioned. The police intentionally removed those names and replaced them with initials—somewhere ‘J’, somewhere ‘M’, and elsewhere ‘P’. The entire space where the names should have been is now either blank or tampered with. This tampering is not a matter of speculation—it is an evident fact. This is a visible truth.

Shri Mishra said that the main accused’s name starts with ‘M’ and the second active accused’s name starts with ‘J’. These facts have been acknowledged by the Police Commissioner and have also appeared in the media. Now the question arises—why was this tampering done? What was its purpose? When we met the Police Commissioner and asked him about this issue, he gave an evasive response. He said that the FIR is sealed with the magistrate, and hence, he would not comment on it. That is why our fact-finding committee has clearly recommended in the report that an independent and impartial investigation should be conducted in this case.

Senior BJP leader Shri Mishra said that everyone knows that in rape cases, the identity of the victim is not to be revealed—it is legally prohibited. But the names of the accused must be made public so that society is aware of such individuals and can remain cautious. In West Bengal, the opposite happened—all the names of the accused were removed from the FIR. This is a direct attempt to deceive the eyes of law and justice. The West Bengal Police was expected to act promptly and impartially, but their conduct has also been suspicious. He said that in haste, 2-4 people were arrested, and one of them was even said to have 11 previous cases registered against him. Such a quick arrest and sudden mention of so many past cases raises suspicion. The question is—was this also a tactic to change names and protect the real culprits? And the biggest question is—where is that girl? What has she said? Who has listened to her side of the story?

Shri Mishra said that the main accused was a prominent leader of the Trinamool Congress and exercised unofficial control over the college. We do not believe this was merely the act of a low-level individual. It is certain that a big name, an influential person, is involved in this case, whom the police are trying to protect. That is why, to shield the real culprit, the police arrested a few other youths so that the case could be closed. Now, there is also a possibility that the arrested individuals may be acquitted in court by arguing that the FIR was tampered with—their names were removed, and new initials were inserted. This will allow the real culprit to go free, and those whose names have been brought forward may also be acquitted on technical grounds. Secondly, when we requested the Police Commissioner to let us meet the victim or her family, we were clearly denied. He said, “She is now an adult, independent, and we don’t know where she is.” But if she is under police protection, how can they not know her whereabouts? We even suggested that they could send a police representative with us for protection—we only wanted to ensure that the victim was safe, not under any pressure, and that the statements being made were of her own free will. But we were not allowed to meet her, and even the contact number provided to us did not help. A mobile number, said to be the victim’s father’s, was given to us. We tried calling and messaging it, but received no response till date. When we reached the college, we were made to wait at the gate for half an hour. The police did not want us to enter the premises. And we ourselves chose not to visit the exact crime scene so that no one could accuse us of tampering with evidence. However, some local people quietly whispered to us, “Please don’t mention our names. If we say anything, we will be killed, the police will pick us up.” This gives a clear idea of how terrifying the situation there truly is.
