Training  & Interaction Meet With The ULBs And District Panchayats On Online Annual Reporting In Portal Under Plastic Waste Management (Amendment) Rules, 2024.

Agartala, Tripura, 6th of July, 2025 : A Training-cum-Interaction Meet on Online Annual Reporting under the Plastic Waste Management (Amendment) Rules, 2024 was convened on Saturday (5th July 2025) at 11:00 AM in the Conference Hall of the Tripura State Pollution Control Board (TSPCB), Gorkhabasti, Agartala. The programme was held under the Chairmanship of Dr. Bishu Karmakar, Member Secretary, Tripura State Pollution Control Board, with participation from representatives of all 20 Urban Local Bodies (ULBs) and 08 District Panchayats across the State.

The Plastic Waste Management Rules, 2016, enacted by the Ministry of Environment, Forest and Climate Change (MoEF & CC), Government of India, provide a comprehensive framework for the management of plastic waste in the country. The Rules delineate the responsibilities of various stakeholders including Urban Local Bodies, Gram Panchayats, State and Central Pollution Control Boards, and outline procedures for plastic waste segregation, collection, processing, and disposal.

In 2024, the Ministry notified the Plastic Waste Management (Amendment) Rules, 2024, introducing a significant shift from conventional physical reporting to a centralized online reporting system. These amendments mandate online submission of Annual Reports by Urban Local Bodies and District Panchayats through the “National Dashboard on Elimination of Single Use Plastic and Effective Implementation of PWM Rules”, aimed at enhancing transparency, accountability, and real-time monitoring

Delivering the inaugural address, Sri Manas Mukherjee, Executive Engineer, Tripura State Pollution Control Board, underscored the importance of the training session and urged all stakeholders to familiarize themselves with the online reporting mechanism to ensure timely compliance under the amended Rules.

Dr. Bishu Karmakar, Member Secretary, TSPCB, addressed the statutory obligations of ULBS and Gram Panchayats under the amended framework. He emphasized the critical role of the online dashboard in streamlining data collection and report submission. He also notified that the deadline for submission of Annual Reports for the current reporting period is 15th July 2025

A detailed presentation was delivered by Sri Saptarshi Roy, Project Engineer, TSPCB, covering the technical aspects of the online reporting system. He provided step-by-step guidance on completing Form-V, and conducted a live demonstration of the data entry and submission process on the national portal. The session also included a robust interactive component wherein participants’ queries were addressed comprehensively.

The programme concluded with a Vote of Thanks by Sri Amarendra Jamatia, Assistant Environmental Engineer, Tripura State Pollution Control Board, who expressed appreciation to all participants for their active involvement. He encouraged continuous and diligent use of the online dashboard to strengthen monitoring and implementation mechanisms. He also highlighted the progress made in the domain of plastic waste management within Tripura and reaffirmed the Board’s commitment to promoting sustainable environmental governance.
