Union Rural Development Minister Shri Shivraj Singh Chouhan Briefs Media On Ministry’s Achievements.

New Delhi, Delhi, 4th of December, 2024 : Union Minister for Rural Development and Agriculture & Farmers’ Welfare, Shri Shivraj Singh Chouhan today informed the media about the achievements of the Ministry of Rural Development. Shri Chouhan said that giving complete justice to half of the population and empowering women is our primary goal. Union Minister Shri Chouhan stated that this year, the ministry’s budget was Rs. 1 lakh 84 thousand crores, of which Rs. 1 lakh 3 thousand crores have been spent. We are working day and night to fulfill the Prime Minister’s resolution by connecting rural communities with employment opportunities and essential facilities. While answering media queries, Shri Chauhan stated that if any state identifies shortcomings in MNREGA and PM Awas Yojana, action will be taken, reaffirming the government’s commitment. He emphasized that schemes like MNREGA are demand-based, and if the allocated budget falls short, additional funds are sought from the Finance Ministry based on state demands, with continuous revisions made accordingly.

Shri Shivraj Singh Chouhan highlighted the Ministry’s key achievements, which include:

1. Pradhan Mantri Awas Yojana – Gramin

• Shri Shivraj Singh Chouhan informed that under the Pradhan Mantri Awas Yojana – Gramin, a target of constructing 2.95 crore houses was set by March 2024, out of which almost all houses have been sanctioned, and 2.67 crore houses have been completed.
• Recognizing the success of this program and the need for rural housing, the scheme has been extended, and 2 crore additional houses will be constructed over the next five years.
• These 2 crore new houses will be built at an estimated cost of more than ₹3.06 lakh crore. To ensure no eligible family is left out of the scheme’s benefits, the exclusion criteria have been revised from 13 to 10. Exclusions such as owning a mechanized fishing boat, refrigerator, or landline phone have been removed. Additionally, the income threshold for exclusion has been increased from ₹10,000 to ₹15,000 per month. The government has taken this decision after consultations with stakeholders, removing unnecessary conditions to truly achieve the goal of housing for all. A comparison of old and new exclusion criteria is attached.
• Shri Chouhan informed that the government’s goal in uplifting rural India is not just to provide housing but also to ensure basic amenities in these homes. Beneficiaries are provided with 90–95 days of wage support under MGNREGA for constructing their homes. Integration with other welfare schemes such as Swachh Bharat Mission, Ujjwala Yojana, and Saubhagya Yojana ensures facilities like toilets, cooking gas, and electricity. Moreover, under the Pradhan Mantri Surya Ghar: Free Electricity Scheme, solar rooftop connections are provided to beneficiaries, reducing their electricity bills. Every house built under this scheme is a complete home with all essential facilities. Truly, this scheme lays the foundation for poverty-free villages and a developed India.
• Out of the newly approved target of 2 crore houses, approximately 38 lakh houses have been allocated to 18 states, and ₹10,668 crore in funds has been released to these states. There is no shortage of funds for this scheme. States are requested to release their share promptly, utilize the funds, and send proposals for the next installment to receive the central government’s share.
• The minimum house size has been set at 25 square meters, including a clean cooking area. Financial assistance of ₹1.20 lakh in plain areas and ₹1.30 lakh in north eastern and hilly states is provided. Payments are efficiently made through Direct Benefit Transfer (DBT). This year, over 10 lakh beneficiaries received their first installment in a single click by the Prime Minister Shri Narendra Modi in Bhubaneswar.
• On 17th September 2024, the Prime Minister Shri Modi issued approval letters for 15 lakh houses and released ₹3,180 crore as the first installment for over 10 lakh beneficiaries via Aadhaar-based transfers. Additionally, more than 26 lakh houses were handed over to their owners.
• Pradhan Mantri Awas Yojana – Gramin is not just a scheme; it is a beacon of hope for the common people, a foundation for dignity, empowerment, and a better future. It reflects the Government of India’s unwavering commitment to rural development and progress.

2. Pradhan Mantri Gram Sadak Yojana(PMGSY)

PMGSY Overview:

• Achievements under various components of PMGSY:
  • From June 9, 2024, to December 2, 2024, approval has been granted for 9,013 km of roads, out of which 7,058 km have been constructed, and connectivity has been provided to 1,067 habitations since the inception of the scheme until December 2, 2024.
  • Under PMGSY-III, 6,614 km of roads were approved between June 9, 2024, and December 2, 2024, including 3,380 km in West Bengal. During the same period, 6,473 km of roads have been constructed.

PMGSY-IV:

• A survey to identify eligible habitations not connected by roads as per population criteria is currently ongoing.
• Surveys in 15 states have been completed.
• Guidelines for PMGSY-IV have been finalized and will be released soon.
• Accessibility guidelines have been prepared to ensure the safe and comfortable movement of persons with disabilities while crossing or traveling on PMGSY-IV roads. These guidelines will be used to prepare Detailed Project Reports (DPRs) for PMGSY-IV.
• A target has been set to approve 10% of the work under PMGSY-IV this year.

PM-JanMan:

• Between June 9, 2024, and December 2, 2024, 2,337 km of roads were approved, of which 12 km have been constructed.

Financial Progress:

• During the financial year 2024-25, ₹5,973 crore has been released, and ₹10,762 crore (including the state share) has been spent by December 2, 2024.

Additional Information:

• As of December 2, 2024, under various components of PMGSY, 8,34,657 km of roads have been approved, 7,69,284 km have been constructed, and connectivity has been provided to 1,54,835 habitations since the scheme’s inception. The deadline for PMGSY-I, II, III, and RCPLWEA is March 2025.
• Under PMGSY-I, approval was granted for 1,55,276 habitations, and 99.7% of habitations have been provided road connectivity.
• PMGSY-II is nearly 100% complete.
• PMGSY-III has achieved 72% completion.
• As of December 2, 2024, ₹2,65,498 crore has been released to states/union territories under PMGSY, and ₹3,29,310 crore (including the state share) has been spent.

3. Deendayal Antyodaya Yojana – National Rural Livelihoods Mission (DAY-NRLM)

Lakhpati Didis

• Creating New Lakhpati Didis:
  • After June 9, 2024, a remarkable 1.5 million new Lakhpati Didis have been empowered through various state-led initiatives under DAY-NRLM.
  • Detailed state-wise data for these newly added Lakhpati Didis is provided in Table-I.
• Cumulative Impact:
  • The total number of Lakhpati Didis across the country has reached 11,500,274.
  • A detailed state-wise breakdown of the total data is provided in Table-II.

Expansion of Community Managed Training Centers (CMTCs):

• New Centers Established:
  • Since June 9, 2024, 150 new CMTCs have been established, strengthening the infrastructure for training and capacity building in rural areas. State-wise data is attached in Table-III.
• Total CMTCs:
  • The total number of CMTCs currently operational across the country is 301. These centers play a crucial role in providing skills and knowledge to rural communities, driving sustainable livelihood improvements.

Key Points of Progress under DAY-NRLM:

• Cumulative Achievements:
  • The integrated progress and key performance indicators under the Deendayal Antyodaya Yojana – National Rural Livelihoods Mission (DAY-NRLM) are summarized in Table-IV.
  • These achievements demonstrate significant progress in empowering rural families, promoting women-led enterprises, and building self-reliant community institutions.

4. Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS)

Union Minister Shri Shivraj Singh Chouhan informed that the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) aims to enhance livelihood security in rural areas by guaranteeing at least 100 days of wage employment in a financial year to every rural household whose adult members volunteer to work.

Achievements in FY 2024-25 (June 1, 2024 – December 2, 2024):

• 123 crore person-days of work have been generated.
• ₹46,907 crore of central funds have been released.
• 43.81 lakh works have been completed.

Key Initiatives/Decisions in the Third Term:

• Mission Amrit Sarovar:
  • Launched by the Prime Minister on April 24, 2022, the mission aims to construct or rejuvenate 75 Amrit Sarovars in every rural district (except Delhi, Chandigarh, and Lakshadweep) to ensure water conservation for future generations.
  • By now, over 68,000 Amrit Sarovars have been constructed/rejuvenated. The mission will continue, focusing on public participation to build more Sarovars and ensure they serve as sustainable water resources and community hubs in the coming years.
  • Letters and revised guidelines have already been shared with all relevant departments/ministries and states/UTs to advance the mission.
• Yuktadhara Portal:
  • A decision has been made to implement the Yuktadhara Portal in all states/UTs in a phased manner from October 1, 2024, to December 31, 2024.
  • Yuktadhara is a GIS-based dynamic portal for GP-level planning of MGNREGA works, featuring analysis capabilities aligned with the ridge-to-valley approach.
• JanMANREGA-II:
  • The existing JanMANREGA app will be revamped to enhance active disclosure of information and create a feedback mechanism regarding the implementation of MGNREGA for citizens.
• Development of Training Modules:
  • To enhance the capacity of field workers under MGNREGA, a training module has been developed for training village employment assistants.

5. National Social Assistance Programme (NSAP)

• Approximately 3 crore beneficiaries including senior citizens, widows, and persons with disabilities have been provided social security pensions under NSAP schemes, with ₹4,554.20 crore disbursed since June 2024.
• An innovative tool for digital life certification of pensioners, developed by NIC through a mobile application, has been successfully tested. The application will be launched at the national level.

6. DISHA Committee

1. District-level DISHA Committees have been restructured in 784 districts across the country. 477 MPs have been designated as Chairpersons in 784 districts, 261 MPs as Co-Chairpersons in 363 districts, and 63 MPs as Special Invitees in 81 districts.
2. 186 MPs (127 from Lok Sabha and 59 from Rajya Sabha) have been nominated as members of State-level DISHA Committees.
3. Newly appointed Chairpersons have conducted 276 meetings in 272 districts across 24 states.

7. Deendayal Upadhyaya Gramin Kaushal Yojana (DDU-GKY)

Introduction
The Ministry of Rural Development (MoRD) launched the Deendayal Upadhyaya Gramin Kaushal Yojana (DDU-GKY) under the National Rural Livelihoods Mission on September 25, 2014. The program aims to establish a benchmark for skill development programs based on wage employment, with the goal of meeting global standards.

Key Features

Special focus on rural youth from poor families aged 15 to 35 years: (a) MGNREGA worker families, if any family member has completed 15 days of work. (b) RSBY families.(c) Antyodaya Anna Yojana (AAY) card families.(d) BPL PDS card families.(e) NRLM-SHG families. (f) Participation process for identifying the poor.(g) Families falling under the auto-inclusion criteria of SECC 2011.

Mandatory coverage of socially disadvantaged groups, i.e., SC/ST (50%), minorities (15%), and women (33%), with special attention to manual scavengers, persons with disabilities, and female-headed households.

New Initiatives

• The Deendayal Upadhyaya Gramin Kaushal Yojana 2.0 guidelines have been approved, which will help rural poor youth in skill development and securing employment.
• A robust MIS (Management Information System) integrated and consolidated portal for rural skill development, including the Deendayal Upadhyaya Gramin Kaushal Yojana and Rural Self Employment Training Institute (RSETI) schemes, is being developed by NIC. This portal will include modules for mobilization, counseling, training, on-job training, placement/settlement, tracking of placed and settled candidates, and payments to training institutes.

8. Rural Self-Employment Training Institute (RSETI)

• The Rural Self-Employment Training Institute (RSETI) scheme is a tripartite partnership between sponsoring banks, the Ministry of Rural Development, Government of India, and state governments.
• RSETIs operate on a short-term training and long-term handholding approach.
• The RSETI program is currently being implemented in 588 districts across 33 states and union territories of the country through 602 RSETIs managed by 25 leading banks (both public and private sector banks, as well as some rural banks).
• Under the RSETI scheme, the Ministry of Rural Development, Government of India, has granted administrative approval to state governments and banks for opening 44 new RSETIs in newly created districts.

Achievements

• Union Minister Shri Shivraj Singh Chouhan states that review meetings have been completed with all states.
• The Ministry of Rural Development has increased the grant for the construction of RSETI buildings from 1 crore rupees to 2 crore rupees.
• After approval from the National Skill Qualifications Committee (NSQC), two new courses, Agriculture Entrepreneurship and ‘Pashu Mitra’ (Animal Friend) and ‘Machhli Mitra’ (Fish Friend), have been launched.
• The RSETI 2.0 guidelines have been approved, and Standard Operating Procedures (SOPs) are being developed for the smooth operation of the program based on the revised guidelines.
• A Learning Management System (LMS)is being developed by IIT Chennai with the collaboration of NABARD.
