Agartala, Tripura, 20th of July 2025 : With the initiative of State Government of Tripura Workshop On Investigation And Prosecution Under New Criminal Laws And NDPS Act has been organized at Pragna Bhavan, Agartala in Tripura on Sunday (20th, 2025). In the presence of many distinguished dignitaries Hon’ble Chief Minister Dr. Manik Saha inaugurated the workshop by lighting the lamp.

Three newly formulated laws i.e. Bharatiya Nyaya Sanhita (BNS), Bharatiya Nagarik Suraksha Sanhita (BNSS) and Bharatiya Sakshya Adhiniyam (BSA) shall come into force from July 1, 2024. The objective behind formulating these new laws is – to modernize the system of criminal justice, to expedite the process of justice and ensure protection of the affected party. The criminal laws have been reformed by giving priority to eradication of crimes against women, child and people of all strata of society. The Bharatiya Nyaya Sanhita has replaced the Indian Penal Code – 1860, Bharatiya Nagarik Suraksha Sanhita has replaced the Code of Criminal Procedure – 1973 and Bharatiya Sakshya Adhiniyam has replaced the Indian Evidence Act – 1872. It is noteworthy that instead of 511 Sections of the Indian Penal Code now Bharatiya Nyaya Sanhita has 358 Sections only. Moreover, system of community service has been incorporated as way of punishment for six types of crimes. And seven new subjects of crime have been added to the Bharatiya Nyaya Sanhita-2023.

Addressing at the Workshop on Investigation and Prosecution Under New Criminal Laws and NDPS Act Hon’ble Chief Minister Dr. Manik Saha said that the general public should be made aware of the 3 (Three) new criminal laws that have been incorporated into the Indian judicial system so that people are sufficiently aware of the benefits of the law and can take advantage of it if necessary. In this case, all concerned, including the security administration, should take legal action to complete the judicial process within a specified time, starting from the FIR. The Chief Minister said that the new criminal laws are an important aspect of a citizen-centric, accessible and efficient justice system. According to this law, now any complainant can file an FIR digitally from home.
Highlighting on the event, the Chief Minister remarked that according to these laws, the victim of the crime will have to provide an update on the case every 90 days. Moreover, both the complainant and the accused will have to provide the necessary documents within 14 days of the case. Besides, this law exempts women, persons below the age of 15 or above the age of 60, disabled and sick persons from going to the police station. Doctors will have to submit medical reports within seven days. The Chief Minister said at the workshop that investigations into violence against women and children must be completed within two months of the information being recorded. These laws have placed special emphasis on gathering evidence using scientific methods and completing the trial process in a timely manner.

Interacting with the media Chief Minister said that the State ranks third from the bottom in the country in terms of crime rate. It is becoming possible to bring those involved in illegal drug trafficking under the justice system. The Chief Minister expressed the hope that this workshop will play a helpful role in taking necessary measures in the coming days to enact 3 new criminal laws in the State.
Addressing at the workshop Chief Secretary Jitendra Kumar Sinha said that since the enactment of this law on July 1, 2024, everyone involved in this State has worked hard. The rate of enactment of this law in the State is satisfactory. From time to time, detailed discussions are held at the highest level of administration on the issues related to the enactment of this law and necessary steps are taken. He said that the State is at the top in the country in terms of enactment of these laws.
Amidst the distinguished dignitaries there were Anurag, Director General of Police (DGP), Brijesh Pandey, Secretary of Home (Jail) Kiran Gitte Secretary of Health and Family Welfare Department, Sanjay Bhattacharjee, Law Secretary, senior officials of various department were present in the Workshop.
