Agartala, Tripura, 27th of July, 2026 : Hon’ble Chief Minister Dr. Manik Saha today chaired a high-level review meeting on a senes of transformative Revenue Reforms aimed at modernizing land administration, improving the ease of doing business, strengthening agricultural governance, and unlocking new avenues of economic development in the State. The meeting was held at the Conference Hall of the Tripura Institute for Transformation (TIFT). Key ‘reform initiatives relating to Automatic Mutation, Tea Garden Administration, Rationalization of Circle rates, the NAKSHA Project, and Agri-Stack implementation were reviewed.
During the meeting, emphasis was laid on introducing technology driven, transparent, and citizen friendly land governance systems while ensuring the optimum utilization of land resources for the socio economic development of Tripura. A major focus of the meeting was the proposed Automatic Mutation system, which aims to make mutation of land records seamless, transparent, time-bound, hassle free and people friendly by leveraging digital technology. The proposed reform seeks to facilitate the automatic updation of Records of Rights following the registration of land transactions, thereby minimizing manual intervention, reducing delays, eliminating the need for repeated visits to government offices, and enhancing the ease of doing business.
Chief Minister emphasized that the initiative would improve transparency, reduce pendency, and provide citizens with faster and more efficient land-related services while ensuring greater accuracy and reliability of land records and also suggested to study auto-mutation system from other states for its implementation in Tripura.
Chief Minister reviewed proposals relating to the Tea sector, including measures to promote tea tourism, facilitate better utilization of vacant tea estate lands, reduce avoidable litigation, and attract private investment. These proposals are expected to generate employment, strengthen the tea industry, and contribute significantly to the State’s economy while safeguarding the interests of tea workers and other stakeholders. The progress of the NAKSHA (National Geospatial Knowledge based Land Survey of Urban Habitation) Project was also reviewed. The initiative envisages the use of modern survey technologies, including high resolution geospatial mapping, to create accurate digital land records and strengthen urban land management. Ground testing exercise of NAKSHA to be started soon under AMC area.
Chief Minister further reviewed the implementation of Agri Stack Reforms, a flagship Digital Public Infrastructure initiative being jointly implemented by the Revenue and Agriculture Departments. The initiative aims to establish a verified Farmer Registry, Geo-referenced Farm Maps, and Crop Sown Registers, thereby improving the delivery of government benefits, strengthening agricultural planning, and ensuring the transparent implementation of welfare schemes. As of now there is no provision for mutation of flats/ apartment in the TLR & LR Act 1960.
Chief Minister directed the Revenue Department to propose the matter to the Cabinet for legal amendments so as to ensure individual mutation of flats and to ensure digital demarcation of all pending 5.00 lakh plots under Bhunaksha Project using modern survey equipments and to start demarcation of all the 1,31,000 forest patta plots in time bound manner in coming future.
The Chief Minister directed all concerned departments to ensure the time bound implementation of the proposed reforms through close inter-departmental coordination, extensive use of digital technologies, and continuous monitoring. He emphasized that these initiatives would strengthen good governance, improve public service delivery. promote investment, enhance agricultural productivity, and contribute significantly to building a modern, transparent, and digitally empowered revenue administration in Tripura.
The meeting was attended by Kiran Gitte, Secretary to the Chief Minister, Milind Ramteke, Secretary, Revenue Department and Subhash Chandra Saha, Additional Secretary, Revenue Department. All District Magistrates and Collectors of the eight districts also participated in the meeting through video conferencing.
