The JICA project for sustainable catchment forest management in Tripura (SCATFORM) is a forest development project funded under Japanese ODA Loan to implement over a period of 10 years beginning from 2018-19 by Tripura Forest Department with a total outlay of about Rs 1000 Crore. This is one of the largest project in the natural resource sector in the country. As per the report, the project will be implemented in 7 districts (North Tripura, Unakoti, Khowai, West Tripura, Sepahijala, Gomati and South Tripura) under 16 Forest Sub-divisions, 36 Forest Ranges and 148 Forest Beat areas including 3 Ranges and 13 Forest Beats of Gumati Wildlife Sanctuary. There will be 450 new Joint Forest Management Committee and 1350 SHGs, 3 SHG in each JFMC, on an average.
To improve quality of forest in the targeted catchment by sustainable forest management, soil and moisture conservation and livelihood development, thereby contributing to development of forest ecosystem services and livelihood improvement of forest dependent communities. This precious project is under the fraudulent of some dishonest officials of PMU project building who are misappropriating the project budget showing counterfeit documentary project worker staff recruitment in different fields and embezzling their salaries in last few years. In the name of forge staff appointment existing in departmental management process but office performance is nonbeing and their salaries are being embezzling for last several years. Accusations from different angels have been raised over this illegal phenomenon. Allegation over the concerned CEO, IFS & TFS of the established office of Gandhigram PMU project building for deceiving with the project criteria.
The consecutive forgery project management of JICA in Tripura achievement attained nothingness, sources said. Due to constant hypocritical project management wrath has been prevailed amidst the people of the state. Sources said that some worker staff have been appointed recently to boost the project implementation in various locations which are only documentary appointment but physically no staffs are visible in their related offices till the date. Public came to know over the issue and raised strong allegation over the CEO, IFS, TFS & other concerned authorities who handle the JICA project in Tripura. Some departmental staffs said that those contractors who were appointed by the PMU project building official authorities recently are invisible in every office but their salaries are coming regularly from the government.
Sources more said that their inexistence in office duty performance proved that a big scandal is going on in the JICA project management. This staff appointment dissimulation in the JICA project which is a big hypocrisy must be investigated in proper way and the reality should be detected immediately, demanded the public. As per the sources, in this way a large number of project money has been embezzled and the achievement of the project has been declined.
