State Government Preparing To Constitute The 8th Pay Commission: Finance Minister Pranajit Singha Roy  At Assembly.

Agartala, Tripura, 28th of August, 2026 : The State Government has already begun preparations for the formation of the 8th Pay Commission. The process of reviewing and identifying suitable candidates for the posts of Chairman and Members is underway to ensure that the right individuals are appointed. The government also hopes that issues related to pay anomalies will be examined by the Commission and that appropriate recommendations will be made to resolve them. Finance Minister Pranajit Singha Roy made these remarks while participating in a discussion during the Reference Period in the Assembly on Thursday (27th August, 2026). The matter was raised by MLA Sudip Roy Barman, and Leader of the Opposition Jitendra Chaudhury also took part in the discussion.

Speaking on the issue, the Finance Minister stated that the first pay revision framework for Tripura Government employees was introduced in 1963 through the Tripura Employees (Revision of Pay and Allowances) Rules, 1963, which was modeled on the policies of the Central Government. After Tripura attained full statehood, the Tripura Government Services (Revised Pay) Rules, 1975 were introduced. The second revision of the pay structure took place in 1982. In 1985, the State Government consfituted the Third Pay Commission, and based on its recommendations, the Tripura State Civil Services (Revised Pay) Rules, 1988 were implemented with effect from January 1, 1986.

In 1996, the State Government formed the Fourth Pay Commission. Based on its recommendations, the Tripura State Civil Services (Revised Pay) Rules, 1999 were introduced and implemented retrospectively from 1996. In 2008, the government constituted a Pay Revision Committee, and on the basis of its recommendations, the Tripura State Civil Services (Revised Pay) Rules, 2009 were notified, effective from January 1, 2006. The State Government later constituted the Pay and Pension Revision Committee in 2017, whose recommendations led to the implementation of the Tripura State Civil Services (Revised Pay) Rules, 2017, effective from April 1, 2017. After the present government came to power in 2018, an Expert Committee was formed to revise

salaries and pensions. Based on its recommendations, the Tripura State Civil Services (1st Amendment) Rules, 2018 were enacted and came into effect from October 1, 2018. The Expert Committee’s report increased the fitment factor from 2.25 to 2.57, resulting in a substantial rise in the basic pay and pensions of all employees and pensioners. Consequently, the amount of funds required to provide Dearness Allowance (DA) at the same rate has increased significantly. The Finance Minister further informed the House that the Central Government constituted the 8th Central Pay Commission for Central Government employees on November 3, 2025, under the chairmanship of Justice Ranjana Prakash Desai. He added that, except for one or two states, most states have not yet decided to establish a new pay commission.
