Tripura Reaffirms Commitment To Human Capital Development At The 11th Governing Council Meeting Of NITI Aayog.

New Delhi, Delhi / Agartala, Tripura, 11th of June, 2026 : At the outset, Tripura Chief Minister Prof. (Dr.) Manik Saha extended his heartfelt congratulations and deepest gratitude to Hon’ble Prime Minister Shri Narendra Modi Ji on completing 12 remarkable years as the longest-serving elected Prime Minister of India.

Participating in the 11th Governing Council Meeting of NITI Aayog, themed “Human Capital for Viksit Bharat,” the Chief Minister stated that the Governing Council reflects India’s rich tradition of collective thinking, cooperative federalism, and constructive policy dialogue.

Highlighting Tripura’s development journey, the Chief Minister informed the Council that the State has adopted a long-term vision, “Lakshya 2047,” aligned with the national goal of Viksit Bharat @ 2047, ensuring an inclusive, secure, prosperous, and healthy future for all citizens.

He noted that Tripura has doubled its Gross State Domestic Product (GSDP) over the last six years and has emerged as India’s third fully literate state. The State has also earned more than 350 national and regional awards during the past eight years.

Emphasizing the Government’s “Whole of Government” approach towards human resource development, the Chief Minister highlighted several transformative initiatives in the education sector. Under Mission Mukul, children are introduced to the school environment before formal schooling to improve learning readiness. NIPUN Corners have been established in every Foundation Literacy and Numeracy classroom, while the Vidya-Setu Module, based on NCERT’s Vidya Pravesh framework, is helping newly admitted Class-I students transition smoothly into formal education.

To enhance educational quality, the State has developed the Tripura School Quality and Accreditation Framework (TSQAAF) for evaluating institutional performance and identifying infrastructural gaps. Smart Classrooms and Tinkering Labs have been established to promote interactive learning and STEM education. Under the PM SHRI Scheme, 84 schools are being developed as model institutions, while 125 CBSE-pattern model schools have been created through the Vidyajyoti Programme. The educational television channel “Vande Tripura” is delivering curriculum-based content for students from Classes I to XII and supporting teacher education.

The Chief Minister also highlighted SAHARSH, Tripura’s flagship socio-emotional learning programme, which has significantly improved mindfulness, cognitive skills, resilience, and student well-being. To strengthen higher education, new public and private universities are being established, while alumni cells and alumni meets have been institutionalized across colleges.

In the health sector, the Chief Minister informed the Council that the Poshan Tracker has successfully covered more than three lakh Aadhaar-verified beneficiaries. In collaboration with NITI Aayog, the State has launched a School Health Mission, deploying dedicated staff nurses in 125 pilot schools.

The Mukhyamantri Sustho Shaishob Sustho Kaishore Abhiyaan (MSSSKA) has achieved nearly 98 percent coverage across eight campaigns aimed at improving the health and nutrition of children and adolescents. To combat Non-Communicable Diseases, the Mukhyamantri Niramay Arogya Abhiyan is undertaking large-scale screenings with the goal of covering the entire population above 30 years of age.

Tripura’s Ayushman Arogya Mandirs have earned NQAS certification, contributing significantly to improved health outcomes, including a reduction in the Infant Mortality Rate. Medical education has also witnessed remarkable growth, with MBBS seats increasing from 225 to 550 and postgraduate seats from 85 to 196.

The Chief Minister highlighted the State’s efforts to empower women and youth. Around 4.96 lakh rural women are actively engaged in 55,676 Self-Help Groups. The Samriddhi Campaign has accelerated credit flow to women-led SHGs and enterprises, while efforts are underway to integrate SHG-based micro-enterprises into the formal MSME ecosystem. Women’s ITIs now host SHE Skills and Entrepreneurship Centres, and the Tripura Women Entrepreneurship Policy 2025 has been formulated to bridge gender disparities in entrepreneurship.

Reflecting the success of these initiatives, the female labour force participation rate in Tripura has increased from 37.5 percent to 45.9 percent between 2022 and 2025. Women are also being enabled to work in night shifts with adequate safety and security measures.

On skill development, the Chief Minister stated that the State is collaborating with Tata Technologies to modernize Industrial Training Institutes through Industry 4.0 courses, workshop upgrades, and faculty development. Plans are underway to establish a World Skill Centre and a School of Languages in partnership with the Ramakrishna Mission. Large-scale specialized training is also being provided to Nal Jal Mitras.

Responding to the Hon’ble Prime Minister’s call to board the “Reform Express,” Tripura secured the first rank among all States and Union Territories in both Phase I and Phase II of the Deregulation and Compliance Reduction initiative.

The Chief Minister informed the Council that Tripura attracted investment proposals worth more than ₹30,000 crore during the past year, with projects exceeding ₹8,000 crore already grounded. Major companies, including Bharti Airtel, are establishing strategic facilities such as a data centre in Agartala to serve eastern India.

He further highlighted the State’s comprehensive MSME strengthening framework, aimed at improving access to technology, finance, and markets. Significant progress is also being made in tourism, with the development of the Mata Tripura Sundari Tourism Circuit and the Buddhist Circuit. The historic Pushpavanta Palace is being transformed into a world-class heritage hotel by IHCL under the Taj brand.

Tripura has also achieved complete digitalization and paperless functioning across administrative processes, from the Cabinet level to Gram Panchayats. The State secured first rank among Group-A States in the Sadhana Saptah Programme conducted through the iGOT platform, significantly contributing to the success of Mission Karmayogi.

To foster innovation and entrepreneurship among youth, the State has established the State Innovation Mission and T-NEST (Tripura Nurturing Entrepreneurs and Startups).

The Chief Minister informed the Governing Council that his detailed submission on Tripura’s initiatives and achievements had been submitted separately in written form to NITI Aayog.

Concluding his address, Prof. (Dr.) Manik Saha reaffirmed Tripura’s unwavering commitment to the national vision of developing human capital for a Viksit Bharat. He expressed confidence that, under the visionary leadership of Hon’ble Prime Minister Shri Narendra Modi Ji and the strategic guidance of NITI Aayog, the deliberations of the Governing Council would translate into meaningful and transformative outcomes for the people.
